On 16 September, the European Commission services published a roadmap on the evaluation and fitness check of Horizon 2020 outlining the background and planning of the process.
This mid-term evaluation is foreseen by the Regulation establishing Horizon 2020 and needs to be carried out by 31 December 2017. According to the roadmap, the evaluation of Horizon 2020 will aim to:
· Contribute to improving the implementation of Horizon 2020
· Provide a solid evidence base for designing future activities and initiatives
· Prepare for the ex-ante impact assessment of the future Framework Programme for Research (starting in 2017)
The evaluation will focus in particular on i) the achievements of the objectives of Horizon 2020 and continued relevance of all related measures, ii) the efficiency and use of resources and iii) the EU’s added value. The interim evaluation will be supported by a set of studies encompassing evaluation and impact assessments of Horizon 2020. A stakeholders’ consultation will also open in February 2017.
